Lord Acton's quote is proven throughout history. When a person is given the power to do anything they like, they feel no bounds towards other people. They believe that since they have the power to do anything, the thoughts of other people do not need to be heard or considered. The corruption part of Lord Acton's quote is that the power to do anything changes how that person thinks. They no longer believe that anything they can do is wrong since they have been given the right to do those things. I think that a person that thirsts for power is not going to be able to take care of the people that they have power over very well, since they will always be concerned with themselves above all else.
Tyrants throughout history have proven that absolute power is not conducive to maintaining a level and even head when it comes to one's power over others. Saddam Hussein was dictator of Iraq and committed genocidal acts against the Shiites and Kurds. Adolf Hitler did the same against his people, though he didn't consider them his people. Both enforced laws and rules on their followers that were characterized by their own hates and bigotry, not on any substantial reasons to do away with hundreds or thousands of people that have done nothing to deserve it.
